Job Market Paper:

My job market paper studies how early-career assignments have long run consequences on leadership trajectory of public servants. Using universe of administrative data and an original survey of senior bureaucrats, I show how institutional design affects selection into leadership roles. The findings imply that early-career rotation is a key technology through which personnel systems build generalist capacity and shape who ultimately leads.
